Monitoring the implementation of the IMF program and Ukraine Plan under Ukraine Facility

In February, a decision was reached at the expert level on the seventh review of the IMF programme, although Ukraine delayed the implementation of one structural benchmark and did not implement another at all. For the IMF Executive Board to approve the decision, Ukraine still has to implement preliminary measures, including the signing of laws establishing a new court and an increase in tobacco excise.

At the same time, there are also risks that Ukraine will not meet the indicators of the Ukraine Plan for the first quarter of 2025 on time, which, in the absence of the European Commission’s methodology for disbursing partial tranches, could mean a delay in the entire tranche in the second quarter of 2025.
