Impact of Public Administration Reform Coordination on Ukraine–EU Talks

Following the completion of the bilateral screening and the opening of the first negotiating cluster, Ukraine is moving into the most challenging stage of the EU accession negotiations — implementation. Its success depends not on the pace of the process, but on the institutional capacity of the governance system. Without a professional public administration, the approximation of Ukrainian legislation to EU law risks remaining merely formal and failing the test of practical implementation.

The event will focus on the presentation of the findings of the Ukrainian Centre for European Policy (UCEP) and the Centre of Policy and Legal Reform study on public administration reform coordination models. The study identifies the absence of a clearly designated owner of this policy, explains why the existing coordination mechanism does not work, and proposes three models, providing a rationale for the preferred option. The purpose of the discussion is to gather views and proposals from the institutions responsible for coordinating the reform so that the study’s recommendations can be taken into account in future decision-making.
