EU Accession is crucial for Ukraine: Green Deal Ukraina’s 2025 conference is devoted to the state of play, challenges, and next steps regarding energy and climate. In particular, speakers will explore market coupling, transparency, and governance, as well as investments in the distribution system, as key enablers for a modern energy system. Participants will also discuss scientific collaboration in the field of energy, specifically GDU's new partnership with Kyiv-Mohyla Academy.

Joining the EU means completing the Fundamentals cluster (which is always opened first and closed last): where does the energy area stand in terms of meeting the fundamentals, in terms of regulatory independence and transparency? Market Coupling 2028: how to get there? Electricity Market. This panel will address the complex regional market coupling of Ukraine, exploring what is needed to achieve it and the role and impact of CBAM and ETS. What are the institutional and legal steps required for achieving market coupling in 2028?
Unlocking the Potential of Ukrainian Electricity DSOs. Ukraine’s electricity distribution companies face a triple investment challenge: pre-war modernisation, war related damage, and new transition tasks. Yet tariff revenues are constrained and access to finance remains limited. This discussion will examine the sector’s current state and explore possible ways forward.
