Innovative grid technologies to support Ukraine’s power sector recovery, security, and EU integration

This report explores the vital role of functioning and future-ready power grids in ensuring Ukraine’s energy security, sustainability, and successful EU integration amidst the ongoing war and in preparation for winter 2025/26 and beyond. As Ukraine’s electricity system faces extreme pressure from wartime damage, shifting supply-demand dynamics, and regulatory transition, the report highlights how innovative grid technologies (IGTs) can deliver faster, more cost-effective solutions than traditional grid expansion. With over 50% of Ukraine’s generation capacity damaged or destroyed since 2022, urgent solutions are needed to stabilise the grid, support decentralised generation, and enable effective energy flows between east and west, and across borders with the EU.

Structured around four core challenges, emergency response, West-East grid imbalances, power supply to war-affected cities, and regulatory dysfunctions, and four recommended actions, the paper outlines how solutions like Dynamic Line Rating (DLR), battery energy storage systems (BESS), and Flexible AC Transmission Systems (FACTS) can rapidly boost grid resilience and transfer capacity. The report also highlights the opportunity for Ukraine to become a testbed for next-generation digital and decentralised energy systems, setting a precedent for innovation-driven recovery.

With clear recommendations for TSOs, DSOs, NEURC, the Ukrainian government, IFIs, and EU institutions, this paper outlines a practical roadmap for deploying IGTs to address urgent grid constraints, support Ukraine’s decentralised energy transition, and accelerate compliance with EU energy legislation.
