Energy communities as a tool for developing decentralised generation and resilience of the Ukrainian energy system

Energy communities are a powerful instrument for promoting decentralized energy generation and enhancing the resilience of Ukraine’s energy system—especially in the context of war and recovery. They can drive decentralization and democratization of Ukraine’s energy sector — provided a comprehensive support system is established across legal, financial, organizational, and educational dimensions.
This analytical paper examines the current legislative framework and local-level needs for the development of energy communities in Ukraine.
The document offers concrete recommendations for improving national legislation, introducing a flexible legal model for energy communities, and establishing supportive state mechanisms to enable their growth.
