Ukraine’s recovery will not succeed without strong and empowered local communities. While the European Union has mobilised significant financial instruments for Ukraine’s reconstruction, funding often fails to reach the local level where recovery actually happens.

The policy seminar will focus on bringing together Ukrainian local leaders, EU policymakers, Members of the European Parliament, representatives of EU institutions, and civil society organisations.

The event will explore how EU recovery instruments could better support community-led approaches, pilot the LEADER methodology in Ukraine, and enable recovery funding to reach municipalities and local partnerships directly.
