Ukraine needs to accelerate the energy renovation of schools, hospitals and apartment buildings, but funding alone will not deliver projects at the scale required. For public buildings, many municipalities lack the data, staff, and technical support needed to prepare and complete renovation projects. At the beginning of 2026, only around 5% of Ukrainian municipalities had approved the Municipal Energy Plans required to access state energy-efficiency support.
Apartment buildings are a different challenge. The Energy Efficiency Fund and municipal programmes have built up valuable experience in supporting renovations led by homeowners’ associations (HOAs). However, around 80% of Ukraine’s approximately 180,000 apartment buildings remain outside the main HOA-based grant route.
Forum Energii’s recent reports examine whether municipalities could play a stronger role in addressing these gaps, focusing on municipal public-building renovation and the municipal-quarter approach to multi-family housing renovation. Under the proposed municipal-quarter approach, a municipality would coordinate the renovation of neighbouring apartment buildings, including those without HOAs, through one programme, potentially alongside district heating and public-building improvements.
During the webinar, experts will address the following questions:
What is preventing municipalities from turning renovation needs and available funding into completed public-building projects?
What practical support do municipalities need to prepare and implement renovation projects, and who should provide it?
Could a municipal-quarter approach help reach multi-family buildings outside the main HOA-based route, and under what legal and financial conditions?
How could such a pilot project both involve and protect homeowners while complementing the goals of the Energy Efficiency Fund and municipal support programmes?
