How do key stakeholders view the process of Ukraine’s reconstruction, and does civil society actually influence this process, or does it merely accompany it? Join the event to discuss the main challenges of reconstruction and the shaping of its agenda.
The event will consist of two panel discussions:
The reconstruction agenda: the vision of key stakeholders.
The role of civil society: participation or influence (with the participation of representatives from the Ukrainian National Platform of the Eastern Partnership Civil Society Forum).
In addition to the panel discussions, the event will feature a presentation of a study by Society and Environment on Ukraine’s reconstruction processes. The study identifies five key dilemmas of Ukraine’s reconstruction, which we will discuss during the event:
Strategy vs funding reality. A reconstruction plan only makes sense if it is backed by real resources.
Speed vs accountability. The faster the reconstruction, the higher the risks of a lack of transparency.
Centralisation vs the role of communities. Who should set the priorities – the central government or the communities?
Investment attractiveness vs a level playing field. Is it possible to create conditions to attract private capital whilst avoiding corruption?
‘Green’ reconstruction vs political reality. Is the green agenda a genuine priority, or merely a condition imposed by donors?
