Secure and stable access to critical raw materials (CRMs) is essential to advancing the EU’s clean energy transition and strengthening its strategic autonomy and resilience.
Ukraine has geological potential in selected CRMs relevant to the EU’s clean energy transition. Turning this potential into credible cooperation requires prioritisation, reliable data, clear rules, and a clear roadmap, especially under current wartime constraints. This was the subject of our analysis.
The EU is strengthening its CRM policy and financing toolbox, including through the Critical Raw Materials Act, and expanding cooperation with like-minded partners. This opens a policy window to align a focused pipeline of Ukrainian projects with EU supply-chain needs.
Forum Energii’s latest report argues that Ukraine’s contribution to the diversification of EU CRM supply chains is likely to be targeted rather than transformative.
The discussion will focus on how to translate geological potential into a focused pipeline of bankable projects for cooperation with the EU, while identifying which enabling steps can realistically be taken now in Ukraine and where more value-added processing may become feasible over time.
During the discussion, the organisers aim to identify key priority actions for 2026-2027 and a shortlist of criteria for selecting CRM projects most relevant for cooperation with the EU.
