How reform stagnation could affect Ukraine’s international financing

RRR4U consortium* continues to monitor the Ukrainian government’s compliance (or non-compliance) with its commitments to international partners.

Since the start of the full-scale invasion, international financing has covered half of Ukraine’s budget needs. To receive this support in full and on time, the Ukrainian government committed to implementing reforms outlined in the Ukraine Facility plan and the IMF programme.

However, in recent months, a series of negative developments have taken place, undermining both these commitments and Ukraine’s overall progress toward EU integration.

These include the failure to appoint the competitively selected head of the Bureau of Economic Security (BES), the persecution of civic activists, and, most recently, the erosion of the independence of National Anti-Corruption Bureau of Ukraine (NABU) and Specialised Anti-Corruption Prosecution (SAPO).

During the event, experts will discuss how these developments may affect Ukraine’s wartime budget financing and what can be done in response.
