The development of maneuvering capacities has become one of the key areas for the recovery and enhancement of the Ukrainian energy system's resilience. Implementing this task requires attracting a significant volume of private investment into projects for new renewable energy capacities, energy storage systems, and flexible gas generation.

At the same time, under conditions of high military risks, general uncertainty, and the lack of a developed market for long-term contracts, the state seeks to stimulate the development of new generation through a series of support instruments. These include auctions for renewable energy support, tenders for the construction of generating capacities, and special auctions by NPC Ukrenergo in the ancillary services market.
