Ukraine’s Reconstruction Architecture: Evolving Approaches and Key Challenges

This policy brief summarises the results of a study on reconstruction processes in Ukraine between 2025 and early 2026. It reflects the authors' perspectives on key trends, approaches, and challenges in shaping recovery policy.

The publication analyses the evolution of strategic, financial, and institutional mechanisms for reconstruction, including the role of the Ukraine Plan within the Ukraine Facility, the development of the public investment system, international coordination, and the institutional architecture for recovery management.

A dedicated section of the study focuses on green recovery of Ukraine, examining how environmental and climate principles are being integrated into recovery processes.

At the same time, the brief outlines key systemic challenges, including limited strategic coherence, the complexity of multi-level coordination, and the incomplete integration of stakeholders into decision-making processes.
