Ukraine faces a growing challenge in financing the reconstruction and upkeep of its road network. The country’s road infrastructure has suffered extensive damage following Russia’s invasion, with more than 25,000 kilometers of roads and 340 bridges destroyed. At the same time, there is an estimated €12 billion funding gap for road reconstruction—an amount that continues to increase as needs evolve. Compounding the issue, the Ukrainian truck fleet is rapidly aging: only 10% of annual truck registrations are vehicles between zero and five years old, leaving the majority far older, less efficient, and more polluting.
In this context, truck tolling is a potential tool to generate essential revenue for road maintenance while encouraging the renewal of Ukraine’s trucking fleet.
To better understand how such a system could be designed, implemented, and aligned with EU accession priorities, this event will explore existing truck tolling practices in EU Member States, the realities and feasibility of introducing tolls in Ukraine, and the role such measures could play in supporting modernization and sustainability.
